All garbage within the corporate limits of the City of Rockaway Beach shall be placed in containers of not more than 40-gallons’ capacity, and the combined weight of the garbage and container shall not exceed 100 pounds. The container shall be a watertight receptacle of a solid and durable grade of metal, and/or plastic, and shall be provided with suitable handles on the outside with a close-fitting metal, and/or plastic cover, equipped with a handle. The container shall not have any inside structures, such as inside bands, rings, reinforcing angles or any other obstructions to prevent the free discharge of the contents of the container. Garbage containers that have deteriorated to the extent that they have sharp or jagged edges capable of causing injury to handlers, or leak liquids, shall be replaced or repaired and at all times kept in condition.
