Any landowner applying for a building permit or placement permit for construction on an unimproved street shall, as a condition for obtaining the building permit or building permit, either:
(A) Sign a non-remonstrance agreement that would eventually allow the city to create a Local Improvement District or other legal entity to provide for the development of the street to city standards; or
(B) Improve the street to city standards.
