(A) System development charges shall be established and may be revised by resolution of the City Council.
(B) Unless otherwise exempted by the provisions of this subchapter, or other local or state law, an SDC is hereby imposed upon all development within the city, upon connection to the sewer system and/or water system and upon all development outside the boundary of the city that connects to the facilities of the city. Street and parks SDC's may also be imposed upon connection to the sanitary sewer system and/or water system.
