If a civil penalty remains unpaid 30 calendar days it becomes final, the civil penalty shall be entered in the city lien docket. The lien shall bear interest at the legal interest rate in O.R.S. 82.010, to commence from the date of entry in the lien docket, and may be foreclosed as provided by law.
