(A) Any person(s), business, private club, non-profit organization or place of public accommodation desiring to operate a medical marijuana facility within the city shall acquire and maintain a valid license from the city. Licenses shall be granted only upon:
(1) Application to the city; and
(2) Approval by the City Manager.
(B) However, no application shall be accepted, nor any such license granted, by the City Manager during the period of any medical marijuana facility moratorium.
