(A) The City Recorder is hereby appointed as the City of Rockaway Beach, Oregon Purchasing Officer. The Purchasing Officer is delegated full authority of the City Council to review all contracts for the purchase of goods or services. The Purchasing Officer has authority to refuse permission on any or all the contracting subject to automatic review by the City Council of Rockaway Beach, Oregon. The Purchasing Officer has authority to review any purchase by any department for compliance with any applicable law, rules or ordinance.
(B) No person shall enter into any contract for any purpose except as permitted under the rules hereby adopted. Any city employee who fails to comply with this section shall be subject to disciplinary action.
(C) The Purchasing Officer is hereby authorized to require participation by all city departments in bulk purchasing of materials or supplies.
