For the purposes of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
CUSTOMER. Any person, business, partnership, corporation, rental unit, condominium, owner of real property or user of water supplied by the city.
WATER. Water obtained from or provided by the facilities of the city, unless expressly provided otherwise or required by contract.
