§ 31.03 TOURISM COMMISSION.
   (A)   Tourism Commission established. There is hereby established a Tourism Commission of the City of Rockaway Beach, Tillamook County, Oregon, hereafter referred to as the "Commission," and consisting of 5 persons to be appointed by the Mayor and approved by a majority of the City Council and hereafter individually referred to as "Commissioner."
   (B)   Commissioner qualifications, appointment, removal and vacancy.
      (1)   The term of office of all Commissioners shall be 4 years, but the terms of the first appointees to these positions shall expire according to the following schedule in order to provide for staggered terms in the future. The first appointees shall be appointed to individual positions at the discretion of the Mayor.
         (a)   Position No. 1 expires December 31, 2014 (Next term January 1, 2015 - December 31, 2018);
         (b)   Position No. 2 expires December 31, 2014 (Next term January 1, 2015 - December 31, 2018);
         (c)   Position No. 3 expires December 31, 2016 (Next term, January 1, 2017 - December 31, 2020);
         (d)   Position No. 4 expires December 31, 2016 (Next term, January 1, 2017 - December 31, 2020);
         (e)   Position No. 5 expires December 31, 2016 (Next term, January 1, 2017 - December 31, 2020).
      (2)   Qualifications for membership shall be established by the City Council through any combination of experience or education.
      (3)   Commissioners may be removed at any time by the City Council without cause.
      (4)   Any Commissioner missing 3 consecutive meetings without being excused by the Commission Chair shall be automatically removed from the Commission and replaced through the normal appointment process.
      (5)   A vacancy shall be declared by the City Council if a Commissioner is unable to attend scheduled meetings or serve in the position of Commissioner for any reason, or if removed by the Council. Once a vacancy is declared, the Mayor shall appoint a person to complete the position's term.
      (6)   Whenever a position's term has expired, the Mayor shall fill said position in a method to be determined by the City Council. Any City Council Member may nominate a person who has completed an application to the city stating their qualifications and willingness to serve on the Commission, and appointment shall be made by motion and vote of the Council.
   (C)   Meetings, quorums and procedures.
      (1)   The Commission shall elect a Chair and Vice Chair from its membership. The Chair, or Vice Chair in the absence of the Chair, shall preside over all meetings. The City Manager shall provide staff support to include keeping and publishing minutes of each meeting. The Mayor and the City Manager shall be ex-officio members ofthe Commission.
      (2)   A meeting shall not be held without a quorum. A quorum shall be not less than 3 members of the Commission. Members not physically available to attend meetings may be counted in a quorum calculation and may vote on items before the Commission provided a telephone contact can be maintained allowing the absent Commissioner to monitor and participate in any discussion.
      (3)   The Commission shall hold a meeting at least quarterly and/or as required at a time and place designated by the Commission Chair. Such meetings shall be advertised in the same manner as other public meetings held by the city and shall be open to the public. Meetings shall be conducted in accordance with provisions of Oregon law.
      (4)   The City Council may, if it deems necessary, suspend all meeting schedules and activity of the Commission to meet the needs of city government.
      (5)   The Commission shall use a recognized set of meeting rules such as Robert's Rules of Order, and the Commission Chair shall ensure that each meeting is conducted in a decorous and civil manner.
      (6)   Commissioners shall receive no compensation for their services but may be reimbursed for duly authorized expenses incurred in the execution oftheir responsibilities. All requests for expense reimbursement shall be submitted to the City Manager for approval prior to payment.
   (D)   Powers and duties. The duties and powers of the Commission shall be as follows:
      (1)   Act as a consulting body, advising the Council concerning the expenditure of city funds for media advertising to be used in the promotion oftourism; oversee the implementation of recommendations made by the Commission; analyze and recommend, prior to the City Manager and Council approval of a contract for services, any contractor proposal for the provision of media advertising services using TRT funding;
      (2)   Identify the need for tourism activities and events that will provide economic stability to seasonally-affected businesses in the city through the collection and analysis of economic data and other information;
      (3)   Develop and forward to the Council a Tourism Plan for the city that will address these needs in a practical and sustainable strategy;
      (4)   Recommend annually to the City Budget Officer and Budget Committee a plan for media advertising expenditures based on anticipated TRT revenues balanced against expenditures that meet the priorities of the Tourism Plan;
      (5)   Recommend the development of programs, plans or processes that will further the goals of the Tourism Plan or generally encourage tourism-driven and focused economic development in the city.
      (6)   Participate in local and regional organizations that facilitate tourism and economic development in the city;
      (7)   Report on the use of any departments or resources made available to the Commission by the Council at the recommendation of the Budget Committee;
      (8)   Perform any other services and tasks as directed by the City Council.
