No person shall:
(A) Loiter in or near a school building or grounds, not having any reason or relationship involving custody of, or responsibility for a student, or upon inquiry by a peace officer or school official, not having a specific legitimate reason for being there; and
(B) Loiter in or about a public place frequented by children, including swimming pools, school bus stops, playgrounds and parks, and public premises adjacent thereto, for the purpose of annoying, bothering or molesting children.
