(A) After the work of an improvement has been completed by the contractor or the city, the Council may, in its discretion, direct the City Recorder to post a notice in 3 conspicuous places within the City of Rockaway Beach, Oregon, that the work on the improvement has been completed.
(B) In addition to the foregoing, the notice shall state the time when a hearing will be held to hear any oral objections and to consider any remonstrances concerning the work performed in executing and constructing the improvement.
(C) The hearing shall not be held sooner than 2 weeks from the first day the notices were posted.
