§ 93.30 MANNER OF DOING WORK; CONTRACTS, BIDS, BONDS.
   The Council shall provide by resolution, the time and manner of doing the work of the improvement and may provide for the city to do the work, or it may award the work on contract. In event that the work is done under contract, bids shall be received after advertisement once each week for 2 consecutive weeks and successive weeks in a newspaper of general circulation in the City of Rockaway Beach. The bids shall not be opened prior to 20 days from the first publication. All bids shall be accompanied by a certified check equal to 10% of the amount of the bid and made payable to the order of the city. The contract shall be let to the party who, in the opinion of the Council, is the lowest responsible bidder; provided that the Council shall have the right to reject any and all bids. The Council shall require all successful contract bidders to furnish to the city a bond for the faithful performance by the contractor of any contract let by the city or under its authority; and the provisions thereof, incase of default, shall be enforced by action in the name of the city.
