All sidewalks constructed in the City of Rockaway Beach, Oregon, shall be laid on the official grade as furnished by the City Engineer unless specifically ordered otherwise by the Council of the city; and all sidewalks shall be laid with a fall toward the curb of 1/4 of an inch to the top and shall meet the curb flush with the top thereof at all street intersections, if possible and practicable.
