If the operator does not respond to a parking citation affixed to a vehicle within a period of 5 days, the city recorder may send to the owner of the vehicle to which the traffic citation was affixed a letter informing him or her of the violation and warning him or her that in the event that the letter is disregarded for a period of 5 days, a warrant for his or her arrest will be issued.
