Should the water be turned on or off by any water consumer or other person without authority from the city, the water may then be shut off at the meter at the discretion of the city. The charge for shutting the water off at the meter shall be the disconnection/reconnection fee. All the charges shall be chargeable to the consumer and water shall not again be furnished to the consumer until the charges are paid.
