The City of Rockaway Beach is authorized to refund to water users, and overpayments, in excess of final bill and amounts due on account of adjustments upon certification by the city of the amount due. Any refund due to a billing for water consumption shall be given as a credit on the next succeeding bill, or in the event of an adjustment to a final bill, then a cash refund to the consumer.
