§ 53.11 BILLING.
   (A)   All new water consumers may be required to pay a new consumer charge. If the consumer desires reconnection to the system after disconnection for nonpayment, the consumer shall be required to pay the outstanding balance in full prior to reconnection and pay the reconnection fee. A new service charge shall be required any time a change in the name of the consumer account is requested.
   (B)   Charges for monthly water service shall commence at the time of the installation of the meter and the city supplies water to that meter.
   (C)   Metered rates are payable on or before the tenth day of the month following billing. Meters will be read on or about the eleventh day of the month and consumers of city water shall be billed on or about the twenty-fifth day every other month for water used during the preceding 2 months.
   (D)   All charges shall be deemed delinquent if not paid by the tenth day of the month following billing.
   (E)   If the charges are not paid by the thirtieth day of the month following billing, the city, at its option may discontinue water service to the premises served in accordance with the procedures set forth in § 53.12.
   (F)   If the charges are not paid by the thirtieth day of the month following the billing, an additional charge of 5% of the unpaid balance per month shall be added to the bill.
   (G)   As water is provided to the structure, billings will be sent to the occupant of that structure. If the occupant fails to pay timely as directed above, the service will be terminated until paid. When a user applies for service, the owner, if other than the user, will be sent a copy of the bill requiring the owner to pay. The owner of the structure will ultimately be responsible for any unpaid billings. A lien will be recorded against the property and filed with the County Clerk of Tillamook County.
