No service connection less than 3/4 inch pipe size shall be installed. The Public Works Supervisor shall have the authority to require larger pipe to be installed if there are articulable reasons. The charges for the installation of water services shall be as determined by the Council from time to time and shall be paid prior to installation. An advance payment of the charge set by the City Council for the installation shall be made before a permit is granted for each installation. Provided that whenever the charge set by the Council is not sufficient to cover the total expense for labor, material and overhead by the city, the deficit shall be charged to the applicant for which the installation was made.
