It shall be unlawful for any person to cast, place, sweep or deposit anywhere within the corporate limits of the village any garbage, rubbish, refuse or waste material in such a manner that it may be carried or deposited by the action of natural elements, such as sun, wind, rain or snow, into or upon any street, sidewalk, alley, sewer, parkway, ditch, drainage way, stream or other public place, or into or upon any occupied premises.
