Unless otherwise provided, all patrol officers shall be appointed by the President, by and with the advice and consent of the Village Board. A police officer may be appointed to office by the President and Village Board if he or she meets the necessary qualifications notwithstanding the fact that the police officer is not a resident of the village when appointed or when he or she is to serve as such an official.
