(A) The improvements outlined in this subchapter are required in all commercial developments.
(B) Any proposed improvement which deviates from or is not defined by these specifications shall be submitted to the Planning and Zoning Commission for review and consideration.
(C) (1) Critical infrastructure items as defined herein shall be tied to the vertical and horizontal datums as defined in § 154.047(C):
(a) Sanitary sewer manholes, cleanouts and service sewer terminations;
(b) Storm sewer manholes, inlets, grates and flared end sections;
(c) In-line potable water valves and shut-off valves;
(d) Fire hydrants;
(e) Street light poles and exterior/adjacent control panels;
(f) Ground water monitoring wells;
(g) Utility conduits crossing the public right-of-way with start and end points;
(h) Sewage, storm water and potable water pumping station corners, if constructed; and
(i) Sump pump discharge line cleanouts and discharge points.
(2) Each of these items shall be identified in the construction plans with coordinates and in the record drawings with as-built coordinates.
