§ 115.21 APPROVAL OF APPLICANT; ISSUANCE OF LICENSE.
   Upon satisfactory evidence being submitted to the Chief of Police that the applicant for a transient merchant's license is a fit and proper person to engage in such business, and upon payment of the required fee, the applicant shall be issued the license in a form approved by the Clerk-Treasurer and the Chief of Police, and bearing their signatures and a photograph of the applicant.
