No transient merchant's license shall be issued before the expiration of five days, unless the Police Department shall sooner be able to check the character, qualifications and record of such applicant. If the applicant is found to be in good order the Department shall then approve a card, to be furnished by the Clerk-Treasurer bearing a photograph of the applicant similar to the one on file in the Police Department. The license shall be signed by the Clerk-Treasurer and the Chief of Police.
