Any person desiring a transient merchant's license shall apply to the Clerk-Treasurer upon a form furnished by the Clerk-Treasurer. On the application form, the applicant shall state his full name, his residence, his age, the type of work that he expects to do, for whom he is selling and one character reference. In addition, he shall furnish such additional information as may be required by the application form.
