§ 74.02 MANNER OF BLOCKING.
   It shall be the duty of the crew of each railroad train, engine or other rail equipment to allow traffic to pass over a railroad crossing in such a manner and for such time as to cause the least delay and interruption for the smooth flow of traffic after each blocking of the crossing.
