§ 74.01 BLOCKING RAILROAD CROSSINGS.
   It shall be unlawful for any standing train, engine or other equipment operated by a railroad to block any railroad crossing for a period of time exceeding five minutes; provided, however, that the provisions of this section shall not apply to passenger trains, moving trains, or in cases of an extreme emergency.
