(A) Effective January of each calendar year beginning 2021, a system development charge will be collected from new customers of the water system in accordance with the following schedule:

(B) The city shall collect such rates and charges at the same time and the same manner as the collection of the water tapping fee. The above system development fees may be modified upon recommendation of the Water Board when investments in water infrastructure made by the developers or private property owners result in significant enhancement of the capabilities of the city to serve existing or future customers.
