§ 52.099 HYDRANT CHARGES; PRIVATE HYDRANTS.
   (A)   Hydrant charges. The annual charge for water service shall be as follows:
      Municipal hydrants   $300 per hydrant
      Private hydrants   $300 per hydrant
   (B)   Private fire hydrants. All private fire hydrants within the city shall be located, installed and maintained in accordance with the following:
      (1)   Costs for the installation and maintenance of a private fire hydrant, as detailed in this section, shall be the responsibility of the property owner.
      (2)   All private fire hydrants shall be installed in accordance with nationally recognized good practices, NFPA Standards, AWWA Standards and by the city Water Department specifications maintained with the building fire protection system.
      (3)   All private fire hydrants must be the color red and the large diameter steamer connection shall be a five-inch Storz fitting. The two smaller connections shall be two and one-half-inch male (NST) National Standard Threads. All private fire hydrants shall have an approved shut-off valve installed in the fire hydrant lead not more than 100 feet from the fire hydrant. Such shut-off valve shall be accessible at all times.
      (4)   All private fire hydrant placement must be approved by the city Water Department and the Fire Chief before installation, and accessible at all times for fire-fighting purposes. No private fire hydrant shall be installed closer than two feet or more than five feet from a street, roadway or driveway. For average conditions, all private fire hydrants shall be placed 50 feet from the building protected, as specified by the authority having jurisdiction. All private fire hydrants shall be set plumb with outlets a minimum of 18 inches above the adjoining finished grade.
      (5)   All private fire hydrants are required to be inspected and tested once per year by a qualified testing company to verify the flow, proper operation, and should consist of greasing outlets and greasing stem. The results must include the hydrant location and the results of the flow test (static pressure and GMP flow). The property owner will maintain a copy of the test certification on the premises and send a copy within 30 days of the testing to the city Water Department at 320 Main Street, Rochester, Indiana 46975.
      (6)   All private fire hydrants shall be maintained in proper working order by the owner and must be repaired or replaced within 180 days if non-conforming.
      (7)   Notification must be made to the Fire Department of any private fire hydrant taken out or service for repair or maintenance and reported back in service to the Fire Department when repaired by calling the Fire Department during normal business hours.
