§ 52.033 INSPECTIONS BY SUPERINTENDENT; CONTROL OF STOPCOCK.
   The Superintendent of the Waterworks Department shall have access to and be permitted at any reasonable time to inspect all pipes, fixtures and apparatus supplied with water service, and shall have the power to control the stopcock in the cellar as the interests of the city may require.
