The consumer of city water shall at all times use care to see that the stop box is kept in good repair, and in plain view, and access to the stop box not in any manner obstructed. If it is not so arranged and the city has to dig up the main to shut off the water or to turn it on, the property owner shall be liable for and chargeable with the extra expense, including that of digging and excavating.
