All plumbers working on a water connection shall allow the Superintendent of the Waterworks to inspect any and all work so done by him or them before the trenches are filled up and before the water is turned into the building so plumbed and to this end he shall notify the Superintendent when the work is completed and ready for inspection and no water shall be turned into the pipes connecting the waterworks mains with such premises until the inspection is made by the Superintendent and the work of the plumbing is satisfactory to him.
