§ 52.023 CONSUMERS TO MAINTAIN PIPES AND FIXTURES; REPAIR BREAKS; LIABILITY.
   (A) All water consumers shall keep their service pipes and fixtures from the street mains in repair and in good working order at their own expense. It is expressly stipulated that no claim shall be allowed by reason of damages to the consumers' property as a result of the breaking of any service cock or service pipe. In case of a break in any service pipe the owners of the property shall repair the pipe immediately, and on failure to do so, after being notified, the Waterworks Department will repair the pipe and the repairs shall be added to the water bill of the consumer and shall be paid by the consumer and the failure to do so shall subject the consumer to such penalty collection charges as is provided in the case of a delinquent water bill, including the liability of having the supply of water shut off.
   (B)   The water consumer shall be held liable for any damages to the public generally, resulting from failure to immediately protect and repair a leak in his water service.
