§ 52.020 TAPPING PERMIT; MANNER OF TAPPING; SPECIFICATIONS OF MATERIALS USED.
   (A)   Whenever it shall be necessary to tap the water main and lay water service pipes and connections, and if fees have been paid in accordance with the provisions of this chapter, the applicant shall present the receipt of the Clerk-Treasurer to the Superintendent of the Waterworks Department who will then issue to the holder of the receipt a permit to connect with service pipe to the main. Upon issuance of the permit the city will cause laid water main to be tapped and the service pipe of the size mentioned in the permit to be connected with the main and laid to the tree line in front of the premises to be served with water.
   (B)   All tapping and making connections with the street main and laying the service pipes, corporation stops and stop boxes shall be done by the Water Department, provided however, that in making the tap only registered plumbers, hired by the Waterworks Department, shall be permitted to make the tap. When the work of laying the service line and the tapping has been completed the Superintendent shall make inspection and, if he approves, shall then order the water turned on.
   (C)   All water mains shall be of cast-iron material; all service lines of two inches or less shall be of copper material, and all service lines of more than two inches shall be of cast-iron material. The material shall be of a quality approved by the Superintendent of the Waterworks.
   (D)   All attachments for copper service pipes will be made by means of a flared fitting, of the best material and workmanship, and for all attachments to mains for supplies greater than 3/4 inch, the Board of Waterworks Trustees reserves the right to designate the size and number of taps to be made, and the size and kind of service pipe to be laid.
   (E)   The corporation cock shall be best quality of yellow brass, round way ground stop, with “T” handles.
   (F)   All service pipes shall be laid not less than four and one-half feet below the surface of the ground at all points. The stop boxes shall be of first quality adjustable to height with the words “City Water” cast on the lid and the boxes so set that the top of the box will be at a grade to be designated by the Waterworks Department.
