It shall be unlawful for the owner or occupant of any premises, which is now or may hereafter be supplied with water from any service line or attachment, connection, or extensions thereto, to make any attachments thereto or extensions of the service line or any attachment, connections, or extensions of the service line without first having made an application therefor and obtaining permission from the Superintendent of the Waterworks Department.
