§ 52.005 SUPERINTENDENT; APPOINTMENT AND DUTIES.
   (A)   The Board of Directors shall annually at the first meeting in the month of January of each year appoint a Superintendent of the Waterworks, whose term of office shall be for one year and who shall have immediate control under the direction of the Directors of the operation of the waterworks.
   (B)   The Superintendent shall be responsible to the Directors for the proper operation of the waterworks and he shall have the power and/or duty to:
      (1)   See that the rules and regulations adopted by the Directors or enacted by ordinance are properly executed; he shall also see that the conditions of all contracts are faithfully complied with and shall superintend all repairs of the waterworks ordered by the Directors and shall cause the same to be done in accordance with the orders and directions of the Directors.
      (2)   Inspect all extensions and improvements of the waterworks that may be hereafter authorized and cause the same to be done according to the contract therefor made.
      (3)   Superintend and inspect all connections of service pipe with the main and for extensions therefrom to the stop and box at the sidewalk including stop-box, and all material used in tapping mains and in running the service pipe used from the mains to the corporation stop at the sidewalk including the stop-box shall be subject to his inspection and he shall cause the plumber and his employees engaged in doing the work to strictly conform to all bylaws, rules, regulations and ordinances relating thereto.
      (4)   Keep in repair all the fire hydrants, belonging to the waterworks and flush all hydrants when necessary, keeping the working parts well oiled and especially see that each and every fire hydrant is at all times ready for immediate use.
      (5)   At the first meeting of the Directors of each month make a financial and working report to the Directors, and not later than the first of each month, report all consumers who are delinquent in the payment of their water bills to the Directors; when the Directors shall order the water shut off with respect to any delinquent user, the Superintendent shall immediately discontinue the service, to be turned on again.
