Since local sewers are under the applicable state laws, the financial responsibility of the owners of property to be served by them and such sewers are needed to be installed by the city in order to provide such service, it is necessary to establish certain sewer and additional charges to be paid by the owners of property to be connected to the Rochester Sewage Disposal System located in the following described area: The area set forth in Section A-2 of the plans and specifications for sewage works improvements for the city as prepared by Philip L. Schnelker and Associates of Fort Wayne, Indiana, and dated April 7, 1987, which plans and specifications are incorporated herein by reference.
