Any special rates and charges whether tax fees or supplemental monthly charges imposed for the purpose of paying for improvements within any special areas which have been or may hereafter be imposed by several ordinances applicable to a specific area shall remain effective and shall be in addition to rates and charges as above set forth in this subchapter.
