§ 118.21 APPROVAL OF APPLICANT; ISSUANCE OF PERMIT.
   Upon satisfactory evidence being submitted to the Chief of Police that the applicant for a street solicitor's permit is a fit and proper person to engage in such activity, and upon payment of the required fee, the applicant shall be issued the permit in a form approved by the Clerk-Treasurer and the Chief of Police.
