§ 118.19 BACKGROUND CHECK OF APPLICANT; PERMIT APPROVAL.
   No street solicitor's permit shall be issued before the expiration of five days, unless the Police Department shall sooner be able to check the character, qualifications and record of such applicant. If the applicant is found to be in good order the Department shall then approve the permit. The permit shall be signed by the Clerk-Treasurer and the Chief of Police.
