(A) Definition. Person is meant to be developer, contractor, landowner, agent, or anyone else that causes water losses.
(B) Lost water. It is hereby ordained that henceforth any person working within the boundaries of the Rochester Water Works Department jurisdiction be ordered to pay the Water Works Department of the city for lost water from a broken water main caused by a person. Payment is to be at the rate of “Rochester Lost Water Revenue Estimate” already established at the time the water main is broken or from back-flushing or any other water loss created by the person.
