All vehicles used for collection, hauling, or transportation of garbage and rubbish shall be a suitably constructed, sanitary type, with an enclosed body and a watertight bottom. The body shall be covered so as to eliminate flies, insects and rodents, and keep its contents from falling, blowing or being scattered from the vehicle.
