The following locations are restricted parking spaces and shall be marked accordingly by the presence of appropriate signs adjacent thereto:

(B) Violations. In the event of a violation of either of the sections, the Police Department shall have the authority to cause offending vehicles to be towed from any of the parking spaces; such towing shall be at the expense of the owner of any vehicle violating the provisions hereof. In addition thereto, the Police Department is authorized to issue tickets for violation hereof and the provisions otherwise provided for violations of parking limitations within the city shall be fully applicable to any tickets issued for any violations of the provisions of this section.
