§ 52.05 RATES AND CHARGES.
   (A)   Schedule of rates and charges. Rates and charges for the use of and service rendered by the waterworks system of the town, based upon water availability and/or the receipt of water supplied by that waterworks shall be as follows.
   (B)   Security deposit required for a service turn on. A customer commencing or restarting utility service (water and/or sewer) to a single connection point shall first establish, and thereafter maintain, a security deposit of $175, to be held by the town for the shorter of either five continuous years of that customer’s satisfactory payment history with town utilities measured prior to and/or following that commencement or restart as reasonably determined by the Clerk-Treasurer; or the duration of that service availability to that customer at that connection point.
   (C)   Metered rates per monthly billing period. The water meter shall be read at the conclusion of each (approximately monthly) billing period, conditions permitting, and when otherwise, billing shall be based on estimated water usage.
      (1)   The first 10,000 gallons shall be $10.75 per 1,000 gallons.
      (2)   The next 6,500 gallons shall be $5.34 per 1,000 gallons.
      (3)   Over 16,500 gallons shall be $2.94 per 1,000 gallons.
   (D)   Minimum charge per monthly billing period.
      (1)   Each user shall pay a minimum charge in accordance with the following chart based upon the size of meter installed for which the user will be entitled to the appropriate quantity of water computed in accordance with the above schedule of rates.
      (2)   Each user shall also pay a minimum fire protection surcharge in accordance with the following chart.

   (E)   Fire protection service rates; private hydrants.
      (1)   Service under these rates shall consist of stand-by service for fire emergencies and all water taken through the hydrants shall be restricted to fire emergencies unless other use is specifically authorized in advance by the Water Superintendent.
      (2)   The annual rate for private hydrants is $714.94.
   (F)   Fire protection service rate; sprinklers.
      (1)   Service under this rate shall consist of stand-by service for fire emergencies and all water taken through the connections shall be restricted to fire emergencies only.
      (2)   The town reserves the right to install/remove monitoring devices such as flow detectors from time to time.

   (G)   Temporary users. Water furnished to temporary users such as contractors, and the like, shall be charged not less than the rates hereinbefore set forth and additional charges and fees as are reasonably determined to be necessary to recover the town’s costs and expenses in furnishing the water, all pursuant to the in-force policy of this town.
   (H)   Connection charge.
      (1)   Each user at the time of initial connection with the waterworks system shall pay a charge to cover the costs of excavating and tapping the main, furnishing and installing service pipe from the main to the lot line, furnishing and installing corporation and stop cocks, and furnishing and installing meter crock, if outside, yoke and meter.
      (2)   The charge for a five- eighths-inch meter tap shall be $196. The charge for a tap larger than the five-eighths-inch meter tap shall be the charge listed in the rate schedule in § 52.04(C)(1) of this chapter, but shall not be less than the charge for a five-eighths-inch meter tap.
   (I)   Re-connection and disconnection. During regular hours, re-connection and disconnection shall be $18.75. During overtime hours, re-connection and disconnection shall be $31.25/hour.
   (J)   Meter tampering. For the first and second time, the fee for each customer shall be the town’s cost of parts, labor, equipment and overhead, plus the town’s estimate of cost of water used and not metered.
For the third time, the fee for each customer shall be the same as above, plus discontinuation of service.
   (K)   Collection and deferred payments charge. All bills for water service not paid by the due date as stated in the bills shall be subject to the collection, or deferred payment, charge of 10% on the first $3 and 3% on the excess over $3.
