§ 52.04 TAP-IN CHARGES.
   The presently effective schedule of the waterworks’ tap-in charges to its water customers at new locations should be, and are, hereby modified and reestablished as follows.
   (A)   (1)   Each entity desiring to become a customer of the town’s water utility at a particular location not then served by that utility (user) shall first complete and submit a written application to connect to the town’s water utility on the town’s form then available and approved for that purpose.
      (2)   The permit shall be issued by the Clerk-Treasurer’s office when all applicable charges, including the following initial tap-in charge, have been paid, and the user is found to be in compliance with all then applicable town requirements for its water utility customers, and prior to the physical connection of the tap-in.
   (B)   (1)   Each user at the time of initial tap-in to the waterworks system shall pay a charge to cover the costs of: excavating and tapping the main; furnishing and installing service pipe from the main to the customer service shutoff; furnishing and installing stop cocks and meter cock (if outside), yoke and meter, which shall not be less than the following.
         (a)   The short connection does not cross a public roadway.
         (b)   The long connection does.

      (2)   The charge for a tap larger than two inches shall be the cost of labor, materials, power machinery, transportation and overhead incurred for installing the tap, but shall not be less than the charge for connection through a two-inch meter.
      (3)   The charge for a tap which is particularly costly for reasons other than the fault of the town (such as, crossing a four-lane highway) shall be the cost of labor, materials, power machinery, transportation and overhead incurred for installing the tap, but shall not be less than the above charge for that meter size.
   (C)   (1)   The following are tap-in charges for installations made by others and approved by the town water utility.

      (2)   In addition to the appropriate tap charge determined as above set out, each new connection will be assessed a service availability fee of $649.
