§ 93.02 CONSTRUCTION SPECIFICATIONS.
   (A)   (1)   All sidewalks hereafter constructed shall not be less than four inches thick, not less than four feet in width and of a concrete mixture not less than 4,000 p.s.i. mix. All sidewalks shall be of the same density throughout, shall be constructed under the direction of the town’s Street Superintendent and shall be laid to a grade fixed by a competent engineer, surveyor or the Street Superintendent. Sidewalks shall have one-fourth inch of fall per foot, towards the street and the joining of all walks on the same or different grades shall be gradual and not abrupt.
      (2)   No person is prohibited from relaying to grade any sidewalk heretofore constructed of brick. Sidewalks shall be saw cut every five feet, with an expansion joint placed as directed by the Town Superintendent, but not less than 40 feet.
      (3)   Approaches shall be a minimum of six inches thick.
   (B)   All sidewalks hereafter constructed shall be on the line with those already constructed or on a line as the Street Superintendent may hereafter direct. Inspection of the construction shall be by the Street Superintendent prior to the pouring of cement.
   (C)   No person shall construct or maintain any drain so as to run water onto any sidewalk.
   (D)   A problem is when any sidewalk shall be or become out of repair, that are not of uniform height, containing offsets, holes or shall be obstructed by dirt, soil, filth or any other obstruction, so as to not provide safe passage by pedestrians walking or in a wheelchair. It shall be the duty of the Town Marshal to order the owner of the land or lot to clear the sidewalk or to repair the same forthwith.
