11-4-2: STREETS AND UTILITIES:
   (A)   Streets (and alleys where provided) shall be completed to grades shown on plats, profiles and cross sections as needed and approved by the plan commission.
   (B)   Streets and alleys shall be graded, surfaced, and improved to the dimensions and standards herein.
   (C)   Prior to placing the street surface, adequate subsurface drainage for the streets and all utilities under the streets shall be provided or installed by the subdivider. Upon the completion of the street and alley improvements, plats and profiles as built shall be filed with the plan commission.
   (D)   Streets shall have such right of way and pavement widths as specified in chapter 3 of this title. When existing streets are located within the subdivision or adjacent to the subdivision, the subdivider shall provide for additional right of way width to equal the minimum required by subsection 11-3-1(I) of this title; provided, however, that when such existing streets abut the subdivision on one side only, only one-half (1/2) of the difference between the existing right of way width and the width as specified in chapter 3 of this title shall be provided by the subdivider. The plan commission shall make such requirements as to type of pavement and as to the type of construction for curbs, gutters and sidewalks as it deems to be necessary for such street; provided, such requirements are consistent with this title and the Illinois department of transportation "Standard Specifications For Road And Bridge Construction".
   (E)   The subdivider shall provide the subdivision with street signs, the type, height, and design as approved by the plan commission, at the intersections of all streets. The plan commission may have the village install the street signs with the subdivider being required to pay the cost of all materials.
   (F)   Utility and street improvements shall be provided for each new subdivision in accordance with standards and requirements described in the following provisions:
      1.   Unless the subdivision is unable to connect to village water and sewer systems as determined by village officials, water supply and sanitary sewer disposal shall be provided as follows:

      2.   Street cross sections shall comply with the specifications and standards provided herein and the Illinois department of transportation "Standard Specifications For Road And Bridge Construction", unless otherwise determined by the plan commission, the township road commission or the county superintendent of highways.       3.   Grading and improving of streets, except streets in a residential country estate subdivision and thoroughfares, shall be as per approved plans and profiles, equal to the minimum widths required by subsection 11-3-1(I) of this title, and constructed in accordance with the "Roanoke Subdivision Standards". Streets in a residential country estate subdivision and thoroughfares shall otherwise comply with the specifications and standards provided herein and the Illinois department of transportation "Standard Specifications For Road And Bridge Construction".       4.   Pavement base, subbase, and surface of streets shall meet the minimum standards and specifications as set forth in the Illinois department of transportation "Standard Specifications For Road And Bridge Construction", including any supplements or revisions thereto. Streets constructed outside the corporate limits of the village but within the jurisdiction of this title shall also conform to any standards or regulations applicable to the township or county as applicable.
      5.   Storm sewer system and other drainage improvements shall be provided as per approved plans and profiles.
      6.   Curbs shall be provided for all streets along the outside pavement line, except as noted below for an approved residential country estate subdivision, and shall be constructed as follows: Portland cement concrete curb integral with gutter. A residential country estate subdivision shall be required to provide curbs and gutters as set forth under this provision if such subdivision is created through the extension of an existing street with curbs and gutters or if, as determined by the plan commission or village board, drainage or other characteristics of the property create an unreasonably dangerous impact on persons or vehicles using the streets or on adjoining properties; otherwise, the residential country estate subdivision will not be required to provide curbs and gutters provided that ample drainage is provided along the streets that are constructed in accordance with the standards for rural profile streets as set forth in accordance with the Illinois department of transportation "Standard Specifications For Road And Bridge Construction".       7.   Sidewalks shall be provided on two (2) sides of all streets, except sidewalks shall not be required in an approved residential country estate subdivision. Sidewalks shall be at least five feet (5') in width, of portland cement concrete four inches (4") thick, placed on suitably compacted base, located within the dedicated right of way. Sidewalks in a commercial or industrial area where the buildings are built immediately adjacent to the front or street property line shall be at least ten feet (10') in width outward from the curb line. Sidewalk alignment on lots abutting other subdivisions or lots having existing sidewalks shall be so constructed to provide continuous and contiguous pavement. The construction of sidewalks in a subdivision approved under this title shall be done by the subdivider and section 8-1-1 of this code shall not apply to the construction or maintenance of sidewalks required under this title until two (2) years after the sidewalk has been constructed in accordance with this provision of this title and the sidewalk has been accepted by the plat officer.       8.   All utility lines, including electrical and gas lines, telecommunication lines, and cable television lines, shall be installed underground and along either the front or rear lot lines. All main lines shall be installed in a utility easement. All transfer boxes and junctions shall be located on a rear lot utility easement whenever possible so as not to be unsightly and hazardous to the public.
      9.   Street lighting shall be provided for each residential subdivision with either streetlights or yard lights. If streetlights are installed, they shall be installed at every intersection and along straightaways at a minimum spacing of one every five hundred feet (500'). Alternatively, the subdivider can impose a restrictive covenant requiring a yard light be placed in every lot, which shall operate automatically from sunset to sunrise. Such restrictive covenant shall require all yard lights to be located in the yard ten feet (10') from the front lot line and within three feet (3') of the driveway. All wiring for street or yard lights shall be buried underground.
   (G)   When all of the streets and other facilities required above are completed within the platted area in accordance with the above provisions and approved by the authorities having jurisdiction, they shall be submitted for acceptance for maintenance by either the village or the township highway commissioner; this acceptance to be evidenced by a stipulation and certification of completion of work executed by the village or the township highway commissioner, which shall be recorded in the office of the recorder of deeds of Woodford County.
