11-3-1: STREETS:
The course, width, grade, and location of all streets shall conform to the comprehensive plan and the official map and shall be considered in their relation to existing and planned streets, to topographic conditions, to public convenience and safety, and in their appropriate relation to the proposed uses of the land to be served by such streets and shall conform to the following design standards:
   (A)   Where not shown on the comprehensive plan, the arrangement of streets in a subdivision shall be revised by the plan commission and shall either:
      1.   Provide for the continuation or projection of existing principal streets in surrounding areas; or
      2.   Conform to the major thoroughfare plan where applicable; or
      3.   Conform to topographic or other conditions where continuance or projection of existing streets is impractical.
   (B)   Minor streets shall be so laid out that their use by through traffic will be discouraged.
   (C)   Where a subdivision abuts or contains an existing or proposed expressway or a railroad right of way or rail crossings, access thereto shall be limited to a minimum number of intersections and such access intersections with expressways and/or rail crossings shall be determined with due regard for sight distance, distance between intersections, approach grades and requirements for future grade separations. No street grade shall be less than one- half of one percent (0.5%) or more than ten percent (10%).
   (D)   Street intersections with centerline offsets of less than one hundred feet (100') shall be prohibited.
   (E)   A tangent at least one hundred feet (100') long shall be introduced between curves on arterial and collector streets where the curve radius is less than five hundred feet (500').
   (F)   Where connecting street lines deflect from each other more than ten degrees (10°), they shall be connected with a curve with a radius adequate to assure sight distance.
   (G)   Streets shall be laid out to intersect as nearly as possible at right angles and no street shall intersect any other street at less than seventy degrees (70°).
   (H)   Alleys shall not be permitted on property intended or zoned for residential districts. Alleys may be provided on property intended or zoned for commercial or industrial use subject to the following provisions:
      1.   The alley is set at the rear of the subject lot or tract and shall be paved.
      2.   The minimum right of way shall be twenty feet (20').
      3.   Where the alley intersects with another street or alley, corners shall be constructed in a manner to permit safe vehicular movement.
      4.   No construction of any type shall be permitted on the right of way.
      5.   Dead end alleys shall be avoided where possible, but if unavoidable, shall be provided with adequate turnaround facilities as determined by the village engineer. (Ord. 2005-09, 12-19-2005)

Any modification to these provisions governing street widths as approved under chapter 7 of this title shall conform to the standards for urban roads as specified in the Illinois department of transportation "Manual Of Street And Highway Improvement Standards". (Ord. 2013-01, 1-21-2013)
   (J)   Dead end streets, designed to be so permanently, shall not be longer than six hundred feet (600') and shall be provided with a turnaround having an outside surface diameter of at least ninety feet (90') and a right of way line diameter of at least one hundred feet (100').
   (K)   Private streets and reserve strips shall not be permitted in platting subdivisions except as set forth in this section. Every subdivision shall be served from a publicly dedicated street. Reserve strips controlling access to streets, shall be placed under the control of the village or township and be under such conditions as approved by the governing body. (Ord. 2005-09, 12-19-2005)
