7-1-2: SLAUGHTERHOUSES:
Whenever within the village or within one-half (1/2) mile of the limits of the same, any slaughterhouse or other building or enclosure used for the purpose of slaughtering animals shall be or become foul or noisome so as to taint the air within the village, the owner, keeper and user thereof shall be severally fined as provided in section 1-4-1 of this code. Should such slaughterhouse, building or enclosure so continue foul and noisome for ten (10) days after the first conviction of either owner, keeper or user, or upon the second conviction of either, then, in either case, it shall be the duty of the proper law enforcing officer or the street commissioner to notify such owner, keeper or user to forthwith remove such slaughterhouse, building or enclosure and if said owner, keeper or user shall not remove the same within three (3) days after such notification, then the proper law enforcing officer or the street commissioner shall cause the same to be removed and the costs of said removal may be recovered from such owner, keeper or user or either of them by any appropriate action.
