Before any license shall issue, the person desiring the same shall present to the village treasurer the order required in section 3-1-7 of this chapter, and shall also pay to the treasurer the amount required for such license, taking his receipt therefor. Upon the presentation of said receipt to the clerk, he shall issue the license; provided, that when by any provision of this code it shall be necessary for the president of the board of trustees to approve any bond, or for the board of trustees to pass upon the question of issuing any license, the clerk shall not issue the same until so ordered by the president or board, which license shall be in substance as follows:

Know ye that , having made proper application, and having in all respects complied with the Village Code provisions, therefore the said is hereby authorized and licensed to at in the Village from 19 until 19 . Nevertheless this license is granted upon the express conditions that if the said shall observe and obey all provisions of this Code which are or may be in force regulating or relating to said business, then this license shall be valid for that period; otherwise it may be revoked by the Board of Trustees.
