§ 114.061 PASSENGERS.
   More than one passenger shall be transported in any taxicab at one time without the consent of the person first engaging it, provided the first person is not unduly inconvenienced in time, distance or charge. No nonpaying passenger shall ride in any taxicab except officers or employees of the owner upon necessary business or a police officer engaged in the performance of his duty.
