§ 114.016 CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY REQUIRED.
   It shall be unlawful for any person to operate a taxicab upon and over the streets of the city without first having secured from City Council a certificate of convenience and necessity therefor as set forth in this subchapter.
